Elemental Shaman Phials

For raiding the best phial for Elemental Shaman is  Phial of Static Empowerment or  Phial of Tepid Versatility (depending on your uptime).
For mythic+ the best phial is  Phial of Glacial Fury instead.

There are some raid fights that heavily favor AoE where the choice between the two phials will be up to the user.
If you think you can utilize  Phial of Static Empowerment it will most likely enable to do the most damage on relevant targets. Being able to play around standing still for longer periods of time is hard, especially given the mobility you would normally have as an Elemental Shaman. If you see that you can't get good uptime on the buff for any reason, use  Phial of Tepid Versatility instead.
 Phial of Glacial Fury will instead increase your add damage, which might be necessary depending on your raid group.

There are a couple different potions that have different useful scenarios for Elemental Shaman:

Unfortunately, due to the Weapon Imbues (Flametongue Weapon) that Elemental uses, it CANNOT use weapon enhancements such as runes at the same time in Dragonflight.

1.  Storm Elemental 3.5 seconds before pull
2.  Icefury 1.5 seconds before pull
3.  Flame Shock
4.  Frost Shock
5.  Lava Burst
6. Hold  Stormkeeper for Surge of Power combo

Elemental Shaman Single Target Rotation Priority

1. Use  Storm Elemental on cooldown
2. Refresh  Flame Shock on targets where it has less than 5.4 seconds remaining if you do not have  Surge of Power active(or are not talented into it)
3. Use  Stormkeeper if you do not have  Ascendance active
4. Use  Lava Burst if you have  Stormkeeper up, but dont have  Master of the Elements or  Surge of Power active
5. Use  Lightning Bolt with  Surge of Power active
6. Use  Icefury
7. Use  Frost Shock if you have  Electrified Shocks not applied and  Icefury has less than 6 seconds remaining
8. Use  Frost Shock if you have enough  Maelstrom for the  Surge of Power combo, but  Electrified Shocks would drop before you finish it (duration < 3.5seconds)
9. Use  Earth Shock
10. Use  Frost Shock if you have  Icefury up and  Electrified Shocks is not up
11. Use  Lightning Bolt when  Storm Elemental is active
12. Use  Lava Burst
13. Use  Lightning Bolt
14. Use  Flame Shock when you are moving
15. Use  Frost Shock if you are moving

Elemental Shaman Multi Target Rotation and Priority

1. Use  Fire Elemental on cooldown
2. Use  Stormkeeper on cooldown
3. Use  Primordial Wave on a target without an active  Flame Shock or the one with the lowest duration remaining (delay this to get maximum number of  Flame Shock possible active)
4. Use  Flame Shock on a target without the DoT or on a target where the dot has 5.4 seconds or less remaining (to benefit from  Skybreaker's Fiery Demise)
5. Use  Flame Shock on a target without the dot or on a target where the dot has 5.4 seconds or less remaining (to benefit from  Deeply Rooted Elements)
6.  Liquid Magma Totem (try to line this up with a time where you would need to refreh  Flame Shock anyway)
7. Use  Lava Burst with  Lava Surge if you do not have  Master of the Elements active and the spell you are casting next is  Earthquake
8. Use  Lava Burst to consume  Primordial Wave
9. Use  Earthquake on 4 or more targets
10. Use  Elemental Blast on 3 or less targets or if you are specced into  Echoes of Great Sundering
11. Use  Lava Beam/ Chain Lightning if you have  Stormkeeper active
12. Use  Lava Beam/ Chain Lightning with  Power of the Maelstrom
13. Use  Lava Beam/ Chain Lightning on 6 or more targets with  Surge of Power active
14.  Lava Beam with  Master of the Elements active (and if it is available/you have  Ascendance up)
15.  Lava Burst 3 or more targets (on a target with an active  Flame Shock)
16.  Lava Beam/ Chain Lightning
17. Use  Flame Shock and  Frost Shock when moving

Surge of Power combo

Special Usage of  Surge of Power

 Surge of Power makes your spenders amplify your next spell :

•  Flame Shock applies to an additional target in range.
•  Lightning Bolt triggers an additional 2 overloads.
•  Chain Lightning can hit one additional target for a total of 6.
•  Frost Shock roots your target for 6 seconds.

In most situations, you will want to spend this buff on either  Lightning Bolt for Single Target or  Chain Lightning for AoE.
 Lava Burst can situationally be useful if you need to reduce the cooldown of  Storm Elemental more than you could with only  Flash of Lightning, to line it up with an add spawn or a big pull.

The effect on  Frost Shock is very situational in PvE and basically not used.

On single target encounters, you want to make sure to use what I will call "The Surge of Power combo":
When your  Stormkeeper becomes available, you want to try to make sure to buff both of the empowered  Lightning Bolts with  Surge of Power, providing two additional overloads per cast, basically doubling the effectiveness of  Stormkeeper.
To achieve this, you need to pool enough  Maelstrom to have enough left over after the first use of your spender and  Lightning Bolt.

Assuming you are using  Eye of the Storm and  Earth Shock, your spenders cost 50  Maelstrom and you will need 65 or more  Maelstrom to do so.
This threshold goes down by 7 to 58 if you are specced into  Flow of Power and goes down by another, variable amount, depending on your haste, if you are specced into  Searing Flames.

An example burst window with  Eye of the Storm &  Flow of Power:

1. Start with 58  Maelstrom when using  Stormkeeper
2. 8  Maelstrom after  Earth Shock
3. 30  Maelstrom after  Lightning Bolt + 3 overloads
4. 42  Maelstrom after  Lava Burst
5. 50  Maelstrom after  Frost Shock
6. 0  Maelstrom after  Earth Shock
