Overview of Arms Warrior
Arms Warriors concentrate in bleeds, proc gameplay, and execute damage and are high intensity damage dealers. The rotation begins with a mix of Mortal Strike, Overpower, and Rend, interrupted by brief bursts of Colossus Smash damage, and ends with a strong dose of Execute. The trick is to spend just enough to avoid overcapping, but not so much that you starve and are unable to complete global cooldowns. Their rotation is very resource-intensive, but it is also generated quickly, creating spikey gameplay where the special resource, Rage, quickly fills and empties in large chunks. Arms Warriors must constantly plan ahead because almost every skill uses resources.

Arms Warrior Stat Priority
Although all of Arms' stats tend to be very close together and item level is often more significant than ideal stat distribution, Arms Warrior should concentrate on Critical Strike and Haste, followed by Versatility and Mastery.
Keep in mind that these weights can change significantly because Critical Strike and Haste have a complicated relationship. For example, while both stats increase rage generation, Haste also speeds up the GCD, which makes it possible for more abilities to fit into de/buff windows like Colossus Smash. Even if the two frequently switch places, it is advisable to pay attention to both up until the point of diminishing returns.

Mastery: Increases the damage to targets affected by Deep Wounds. It does not affect outside sources of damage such as trinkets, potions, or enchantments.

Arms Warrior Phials in Dragonflight
The best phial for Arms Warriors is Phial of Tepid Versatility in all content. While Phial of Static Empowerment and Iced Phial of Corrupting Rage are theoretically stronger, they come with a downside, where the Phial of Tepid Versatility has full uptime as well as a defensive benefit. Likewise, Phial of Glacial Fury is arguably powerful in multitarget content, but new targets are rarely introduced quickly enough to maintain stacks, making it a gimmicky option at best.

Arms Warrior Rotation Priority
With the additional restriction of starting combat with Charge whenever possible, the Arms opener is essentially identical to its single target priority. Start by applying Rend and Mastery: Deep Wounds, with your Mastery typically being applied by Colossus Smash or Warbreaker. That will transition into a cooldown usage phase, which is shared with the standard single target priority described below.

As a result of the changes in Patch 10.0.5, new builds are now available, with the primary one favoring Mortal Strike and Overpower while focusing on a number of high-rage spenders to power Anger Management and Test of Might. Whirlwind is transformed into a huge rage dump by Storm of Swords, Thunder Clap spends rage and refreshes Rend simultaneously, and Ignore Pain acts as a special off-GCD spender with an added defensive advantage. Slam is consequently nearly completely removed from the rotation, freeing up GCDs for prolonged Mortal Strike and Overpower proc chains because of their frequent resets. The build retains all of its bleeds as passive sources of additional damage, necessitating significantly less reapplication than before, even though Skullsplitter and Tide of Blood are no longer meta.

Ignore Pain can still be utilized to prevent rage from capping, but Execute replaces Whirlwind, Thunder Clap, and Slam as the top priority rage spender below 35%. Mortal Strike is then only utilized to maintain Deep Wounds or with two stacks of Executioner's Precision, and thanks to Strength of Arms, Overpower now serves as a generator. Despite the rotation's high rage requirement, it helps with Anger Management, enabling Colossus Smash to be utilized frequently.
Colossus Smash and/or Avatar should be paired with any additional buffs, such as stat-boosting racial abilities, trinkets, or consumables, and the final use of any damage-increasing buffs or cooldowns should always be held for Execute phases.
Arms Warrior Multi-Target Rotation Priority
Sweeping Strikes Sweeping Strikes combined with Colossus Smash are used to hit secondary targets in two target rotations, which are essentially identical to their single target counterparts. Warbreaker is not required, and other large AoE skills are generally avoided because their cooldowns pretty naturally match up while employing Anger Management. Rend may also be swapped out for Thunder Clap while talenting into Blood and Thunder in order to simplify things and avoid using the otherwise subpar ability during Sweeping Strikes.

Stacking buffs is the key to dealing effective multitarget damage, and Arms Warriors have a number of them, including Warbreaker, Avatar, Merciless Bonegrinder, and Hurricane. With the exception of these cooldowns, the rotation mainly consists of using Cleave to reapply Rend while using Overpower, Storm of Swords Whirlwind, or Thunder Clap. Cleave will be utilized every other GCD because of its short cooldown, resulting in an extremely active multitarget rotation.
Any stat-boosting racial abilities, trinkets, or consumables should always be used in conjunction with cooldowns, just like the single target rotation.
Offensive Cooldown Usage for Arms Warriors in Dragonflight
There are a number of cooldowns for Arms Warriors, however they are all primarily used on cooldown, or as much as possible. Cooldowns can be aligned when circumstances or timers permit, but they shouldn't be by much (typically no less than 10-15% of their actual cooldown) unless doing so will allow you to hit multiple targets when you would otherwise only hit one, or it will be your last use of the cooldown before the fight ends regardless. The rationale for this is that losing a cooldown's whole use is often a greater loss than what is gained by amplifying it by stacking it with other effects. Fundamentally, most cooldowns already automatically match, although talents such as Anger Management might cause them to desync.

Colossus Smash: is the key cooldown for the specialization, which should be utilized frequently. Depending on how much rage is spent, Anger Management will always shorten the cooldown, bringing it closer to a CD of 20–30 seconds. Moreover, it activates the potent Test of Might boost, which increases Arms' long-term damage output significantly.

Avatar is a secondary cooldown which syncs well with other cooldowns and, depending on the follow-on talent used, can have a variety of effects.

Bladestorm is the main AoE attack. The benefits of its follow-on talents, Hurricane and Merciless Bonegrinder, outweigh its modest damage output.

Spear of Bastion and Thunderous Roar are more or less interchangeable, as you will rarely talent both of them at the same time. Although Thunderous Roar can have its cooldown shortened by extra talents and can then be utilized more or less on cooldown, adhering to the aforementioned rules, both cooldowns naturally coincide with Avatar and should be used together. Although Spear has the greatest burst potential, Arms will typically prefer Thunderous Roar since it makes bleeding more potent.
